Flumes and tail pipes.  GVDD has specific polidies for flumes and tail pipes/Ispill pipes) crossing drainage ditch facilities.  Spill pipes are for transporting water through the drain ditch bank literally under the ditch bank road allowing dischare of surface waters into the drain ditch channel.  A Discharge License is required for all Spill/Tail pipes.
